MIIT and SAMR Issue "2025-2026 Steady Growth Action Plan for Electronic Information Manufacturing Industry"

On September 4, the Ministry of Industry and Information Technology (MIIT) and the State Administration for Market Regulation (SAMR) jointly issued a notice, officially launching the "2025-2026 Steady Growth Action Plan for Electronic Information Manufacturing Industry" (hereinafter referred to as the "Action Plan"). As a strategic, fundamental, and leading industry of the national economy, the electronic information manufacturing industry is crucial to stabilizing industrial economic growth and safeguarding national political and economic security.
The "Action Plan" clarifies the future development goals: From 2025 to 2026, the average growth rate of added value of above-scale computer, communication, and other electronic equipment manufacturing industries will be about 7%. After covering fields such as lithium batteries, photovoltaics, and component manufacturing, the average annual revenue growth rate of the electronic information manufacturing industry will exceed 5%. By 2026, it is expected that the revenue scale and export proportion of the electronic information manufacturing industry will remain the first among the 41 major industrial categories; the industry revenue of 5 provinces will exceed one trillion yuan; the scale of the server industry will exceed 400 billion yuan; the domestic market penetration rate of 75-inch and above color TVs will exceed 40%; personal computers and mobile phones will develop towards intelligence and high-end.
The "Action Plan" promotes the high-quality development of the electronic information manufacturing industry from three core dimensions: "supply-side optimization", "demand-side exploration", and "innovation-driven empowerment". On the supply side, efforts are made to improve the industrial development foundation from links such as products, layout, industrial chain, standards, and intellectual property rights. For example, promote the intelligent innovation of AI terminals, drive the integration of intelligent agents and terminal products, formulate classification standards and encourage innovative applications; regulate the low-price competition of photovoltaic and other products in accordance with the law, guide local governments to rationally layout related industries, and strengthen industrial chain coordination.
On the demand side, financial institutions are encouraged to carry out consumer finance business for electronic information products; enterprises are guided to promote new technologies and products through multiple channels, participate in promotional activities, and tap market demand. At the same time, promote the integrated construction of electronic information infrastructure and new urban infrastructure, select and promote typical solutions, support the development of industries such as automotive electronics, and stabilize the trade level of key products.
In terms of innovation-driven development, efforts are made to promote equipment renewal and project construction, advance "domestic products for domestic use", implement policies to support enterprises, and promote industry-university-research integration. In addition, a special "technology-industry-finance integration" project will be implemented to guide patient and smart capital to invest in early-stage, small-scale, long-term, and hard technology projects, and build a financial service system adapted to industrial innovation.
